What are some major issues in either biology or education on which I can give a proposal?
I am a biology/education major. We have to present proposals on a solution to a problem in our field of study for my technical writing class. What is an issue in biology, education, or both which I can address with my proposal? Something with nice statistics I can graph would be great

There is an interesting debate within biology as to whether or not to publish research papers in open-access (OA) journals or private journals.

General argument for open-access: easier/cheaper access to scientific knowledge for everyone will spawn more/better research and produce a more scientifically knowledgeable public.

General argument for private journals: more tightly controlled peer review process will only allow experimentally sound papers to be published in journals.

Your proposal could be for or against OA depending on how you feel. There are statistics somewhere on the net about things like ‘how often the average OA journal is cited compared to the average paper in a private journal’ that people use to compare the effectiveness of either method.
